HEC grading policy overview
The Higher Education Commission of Pakistan publishes a standard grading policy that all HEC-recognised universities follow. The most common implementation uses a 4.0 CGPA scale. A student who graduates with a 3.0 CGPA has achieved 75% under this formula. The minimum CGPA to remain in good academic standing is typically 2.0, which equals 50%.

When to use this percentage
Pakistani employers, the CSS and PMS examination boards, and most local scholarship bodies accept the HEC percentage conversion for academic eligibility checks. For international applications, include both your CGPA and the converted percentage with a note that the conversion uses the official HEC formula. For UK graduate visa purposes, the CGPA and its percentage equivalent are both required alongside a certified transcript.
Common mistakes
Not checking which scale your university uses. A 3.5 CGPA on the 4.0 scale is 87.5%. On the 5.0 scale it is 70%. The difference is significant enough to change scholarship eligibility. Check the scale printed on your transcript before selecting.
Using the percentage to compare with Indian CGPA systems. An 87.5% from a Pakistani 4.0 scale conversion and an 87.5% from an Indian 10-point scale conversion come from completely different starting points. The percentages look the same but represent different levels of academic achievement within their respective systems.
Treating the converted percentage as the grade on your transcript. Your transcript shows a CGPA, not a percentage. The percentage is a calculated equivalent. Some employers or admission offices may ask to see the original transcript rather than accepting the converted figure alone.
