HEC grading policy overview

The Higher Education Commission of Pakistan publishes a standard grading policy that all HEC-recognised universities follow. The most common implementation uses a 4.0 CGPA scale. A student who graduates with a 3.0 CGPA has achieved 75% under this formula. The minimum CGPA to remain in good academic standing is typically 2.0, which equals 50%.

The formulas

4.0 scale (most universities): Percentage = (CGPA ÷ 4.0) × 100

5.0 scale (some older institutions): Percentage = (CGPA ÷ 5.0) × 100

Always confirm percentage requirements with your university registrar before quoting a converted figure on a job application, scholarship form, or visa document.

How to use this calculator

  1. Select HEC Pakistan 4.0 or 5.0 scale from the dropdown.
  2. Enter your CGPA as shown on your official transcript.
  3. Read the equivalent percentage and check it against the reference table.
  4. Use the university lookup panel to see how your specific institution applies the HEC policy.

When to use this percentage

Pakistani employers, the CSS and PMS examination boards, and most local scholarship bodies accept the HEC percentage conversion for academic eligibility checks. For international applications, include both your CGPA and the converted percentage with a note that the conversion uses the official HEC formula. For UK graduate visa purposes, the CGPA and its percentage equivalent are both required alongside a certified transcript.

Common mistakes

Not checking which scale your university uses. A 3.5 CGPA on the 4.0 scale is 87.5%. On the 5.0 scale it is 70%. The difference is significant enough to change scholarship eligibility. Check the scale printed on your transcript before selecting.

Using the percentage to compare with Indian CGPA systems. An 87.5% from a Pakistani 4.0 scale conversion and an 87.5% from an Indian 10-point scale conversion come from completely different starting points. The percentages look the same but represent different levels of academic achievement within their respective systems.

Treating the converted percentage as the grade on your transcript. Your transcript shows a CGPA, not a percentage. The percentage is a calculated equivalent. Some employers or admission offices may ask to see the original transcript rather than accepting the converted figure alone.

Frequently asked questions

What is the HEC formula for CGPA to percentage?

For the 4.0 scale: percentage = (CGPA divided by 4.0) times 100. For the 5.0 scale: percentage = (CGPA divided by 5.0) times 100. A CGPA of 3.5 on the 4.0 scale equals 87.5%. The same 3.5 CGPA on the 5.0 scale equals only 70.0%. Always confirm which scale your university uses before converting.

Which Pakistani universities use the 4.0 scale?

The 4.0 scale is standard at most HEC-recognised universities including NUST, FAST-NUCES, UET Lahore, UET Peshawar, LUMS, COMSATS, IBA Karachi, Quaid-i-Azam University, University of the Punjab, University of Karachi, PIEAS, NED University, and Air University. A small number of older institutions use 5.0.

Is a CGPA of 3.0 out of 4.0 a good result in Pakistan?

A 3.0 CGPA equals 75% under the HEC 4.0 formula, which is the minimum typically required for HEC scholarship eligibility and for good academic standing at most universities. Graduate programs generally require 2.5 or above, with competitive programs at top universities expecting 3.0 to 3.5.

Why does my percentage differ from what my university shows?

Some universities apply relative grading where the same raw marks produce different letter grades depending on the class performance that semester. Engineering and CS departments at NUST, for example, use cohort-based curves. The HEC formula converts CGPA to percentage correctly, but your CGPA itself may reflect curved grades rather than absolute marks.

Can I use this percentage for HEC scholarship or visa applications?

Yes, for applications that ask for an HEC percentage equivalent. For scholarship applications, confirm the required minimum percentage with the scholarship body. For visa applications to UK, Canada, or Australia, immigration authorities typically request both the original CGPA and the percentage, along with the grading scale used.
