Two conversions, different answers
HEC-recommended table. HEC's Policy Guidelines for the Uniform Semester System (section 13.1) list the percentage band for each CGPA band and say this equivalence is “recommended for adoption”. A student is given the lowest percentage of their band. COMSATS University Islamabad, for example, adopted this table for admissions from Fall 2021.
Linear conversion. Percentage = (CGPA ÷ 4.0) × 100, or CGPA × 25; on a 5.0 scale, (CGPA ÷ 5.0) × 100. It is simple and widely used, but it is not in any HEC document.

HEC also recommends that all universities use a 0.00 to 4.00 scale and asks that the final transcript show the overall percentage against the earned CGPA, so your transcript may already carry the figure you need.
What HEC said about converting CGPA
In Notification No. 8-65/HEC/A&A/2007 (14 January 2008), HEC noted that universities use different formulas to convert CGPA into percentage. It directed that CGPA be used for graduates of the semester system, for example for faculty appointments and MPhil or PhD admission, and said HEC would no longer convert CGPAs into percentages itself.
How to use this calculator
- Keep the HEC recommended table, or pick the linear option your university uses.
- Enter your CGPA as it appears on your transcript.
- Read the percentage and the HEC band it comes from.

Common mistakes
Quoting the linear figure as “the HEC percentage”. HEC's own recommendation is the banded table, which gives a different number for most CGPAs.
Mixing up the 4.0 and 5.0 scales. The same 3.0 is 75% linearly on a 4.0 scale but 60% on a 5.0 scale. Check the scale on your transcript.
Multiplying the CGPA by 10. That rule belongs to some Indian 10-point systems and gives nonsense on a 4.0 scale.
Submitting a percentage without the CGPA. Verification bodies usually ask for the original CGPA and scale.
